Strawman. No one has said anything about ecclesiological penalties, rather they have pointed out spiritual consequences of dissent from necessary teachings (which go beyond dogma).

It is erroneous to assume the entirety of the Catholic Faith is contained in the Catechism.
I’ve posted before a quote and link to a statement by the CDF that states: “Whoever denies these truths would be in a position of rejecting a truth of Catholic doctrine and would therefore no longer be in full communion with the Catholic Church.” (emphasis in the original). This would correspond to Canon 750 §2.
Thus, the Church does say this and does so in regards to persons otherwise in full communion with the Church.
