The basic argument of the School of Salamanca (and all successive capitalists) that rendered usury to no longer be a moral hazard was its use. Basically, they allowed for business loans because they were not intended for personal consumption.
Now, of course, the practice has spread to all areas of life, creating an endless series of boom-and-bust economics, as well as driving up the cost of housing, education, transportation, etc.
